First of all, what is an apostille?
This is a simplified legalisation procedure introduced by the Hague Convention of 5 October 1961, to which a large number of countries have acceded.
It certifies the authenticity and validity of a document for international purposes.
Note that it certifies the accuracy of the signature on a document, but not its content.
Who issues the apostille?
The apostille is generally issued by a Court of Appeal, and can be done by filling in a dedicated cerfa form or by sending a letter to the relevant Court of Appeal, for example.

What about this birth certificate?
It will first be apostilled and then translated by a sworn translator at a Court of Appeal. It takes around 10 days to obtain the apostille (the time varies depending on the Court of Appeal) and 5 days for the sworn translation.
